I'd say "think-of-the-children online harms legislation accidentally harms closeted queer teenagers" but I couldn't possibly justify the use of the word 'accidentally' in that statement.
It is deliberate. Moral panic derived internet 'safety' legislation harms young queer people by making it harder to get help from support services and the wider community. These days, this is deliberate. They deliberately want to hurt queer people.
