The incentives were very clear. Mine for a decentralised Bitcoin chain with reduced attack vectors to support the sound money project or mine for a state chain that can do whatever it wants with it thanks to controllable 3rd parties influence Bitcoin was meant to eliminate. Miners don't want Bitcoin without controllable 3rd parties so they chose latter.
