L’acteur, installé dans le Gâtinais depuis 40 ans, fait partie des opposants au projet de plateforme logistique SEVESO seuil haut de SEGRO. En cause, le stockage envisagé de produits dangereux à proximité de la forêt domaniale de Montargis et d’habitations, mais aussi des interrogations sur la capacité des secours à faire face à un accident industriel majeur.

Que se passerait-il si un incendie majeur se déclarait sur le site de la future plateforme logistique de Ferrières-en-Gâtinais, dans le Loiret ? C’est l’une des questions qui préoccupent Christophe Malavoy. Avec d’autres riverains, l’acteur s’est engagé contre ce projet industriel dont il conteste les dimensions, l’implantation et les risques potentiels. « Le territoire sait-il exactement ce qu’il est en train de produire et d’accepter ? », s’interroge-t-il.
Des garanties qui ne rassurent pas
Le projet prévoit un entrepôt de 121 000 m², haut de 17 mètres, situé à une trentaine de mètres de la forêt domaniale de Montargis et à environ 500 mètres des premières habitations. Le plafond de stockage demandé atteint 149 500 tonnes de marchandises, dont 5 935 tonnes de produits à l’origine de la demande de classement Seveso seuil haut. Cette perspective inquiète l’acteur mais aussi les autres opposants de l’association Seveso&Co, tout particulièrement après les difficultés rencontrées par les secours dans leur lutte contre les mégafeux de forêt de l’été 2026.
« Si la forêt prend feu, le site présente des risques énormes », estime l’acteur. Il estime que la proximité entre la forêt, les produits inflammables et les habitations impose de s’interroger sur les conséquences d’un accident majeur. Il questionne notamment l’ampleur que pourraient prendre un incendie ou une explosion, ainsi que la portée des fumées et les conséquences pour les riverains : « Je ne sais même pas si cela a été pris en compte en termes de déflagration, de puissance de feu, de fumée, de pollution… Jusqu’où cela irait-il ? Nous n’avons pas d’estimations. »
SEGRO avance plusieurs dispositifs de prévention : murs coupe-feu, débroussaillage de la lisière de la forêt, bassin d’eau dédié et accès spécifique pour les pompiers. L’entreprise affirme également que les produits classés Seveso seuil haut représenteraient une part limitée des volumes stockés dans l’entrepôt.
Un facteur risque jugé trop élevé
Ces éléments ne suffisent pas à lever les inquiétudes de Christophe Malavoy. Il considère que ces mesures ne permettent pas de garantir que les conséquences d’un accident resteraient maîtrisables : « Je pense que les mesures de prévention et les études qui ont été faites ne sont pas à la hauteur du risque en termes de déflagration, d’explosion. »
Le sous-sol karstique constitue une autre source d’inquiétude. Ce type de sous-sol, façonné par la dissolution de la roche, notamment calcaire, au contact de l’eau, peut comporter des cavités souterraines. Christophe Malavoy s’interroge sur les conséquences de ces particularités géologiques sur la stabilité du terrain, par ailleurs argileux, alors qu’il est destiné à supporter un entrepôt de stockage de produits dangereux : « Cette cavité karstique, que je ne connaissais pas, pose un réel problème sur la légitimité de l’implantation de ce site, de ces plateformes logistiques », estime-t-il.
Il relève également que le rapport géotechnique a été publié le 9 août 2026, deux mois après l’ouverture de la consultation du public. Tout cela renforce ses doutes sur la pertinence de l’implantation du site.
Le commissaire enquêteur a rendu un avis défavorable sur le projet. De son côté, l’acteur, de concert avec les autres opposants, demande des garanties supplémentaires. Il souhaite également que le projet soit redimensionné et que le stockage de produits relevant du classement Seveso seuil haut soit abandonné.
« Il y a un seuil au-delà duquel les choses échappent », résume-t-il à propos de la capacité humaine à maîtriser les installations et leurs conséquences. Dans le Gâtinais, c’est cette limite que Christophe Malavoy redoute de voir atteinte.
Un entrepôt équivalent à 17 terrains de football
Sur ce même site de Ferrières-en-Gâtinais, l’entrepôt de Cultura, déjà construit, compte 64 000 m² d’entrepôt, auxquels s’ajoutent 4 000 m² de bureaux, sur un terrain de 16,7 hectares. Avec ses 121 500 m², le futur bâtiment de SEGRO atteint une tout autre dimension : l’équivalent d’environ 17 terrains de football, soit près de deux fois la surface au sol de l’entrepôt Amazon de Saran. À titre de comparaison, le projet WESTEA d’Amilly représente environ 76 000 m² de surface de plancher.
D’une hauteur équivalente à un immeuble de cinq étages, comme le projet WESTEA à Amilly, le bâtiment de SEGRO sera implanté sur un terrain distinct de 24 hectares, dont la superficie dépasse celle de l’île de la Cité à Paris.
À ces dimensions s’ajoutent les flux de poids lourds. Selon l’association Seveso&Co, environ 257 000 rotations de poids lourds par an sont attendues pour les deux entrepôts de « l’Éco-Parc » : celui de VAILOG-France, filiale de SEGRO, et celui de FERRILOG (société civile immobilière, SCI) associée à l’entrepôt Cultura. Une pétition est en cours pour empêcher le classement Seveso de l’entrepôt.
