I never venture outside of my follow feed. I find new people to follow when they get reposted by people I already follow. I think I'm following about 1200 npubs though so that's most of nostr already.
Some people just won't adhere to that code of conduct. There has to be an effective way to deal with those kind of people. The American West in the 1800s when it was a territory is an example of lawlessness where people organized to deal with trouble makers. Different culture.

It can go either way. Scale matters and so does culture.
The most savage in the population prey on everybody else and war with each other. People living with no rules can go two ways: they can peacefully cooperate and exchange to their mutual benefit, or they can end up like Somolia. Culture makes a lot of the difference.
