#PortlandME makes plans for new winter #WarmingShelter

"Two nonprofits have stepped up to host and operate a nightly warming shelter in Portland this winter, but there are steps city leaders need to take before it can open.

The city operated a warming shelter last year for the first time but was limited by financial and staffing restraints.

The Portland City Council held a special workshop Tuesday night to discuss the proposed winter warming shelter. It would be located downtown on the peninsula, making it more accessible than last year’s location on Riverside Industrial Parkway.

The Biddeford nonprofit Seeds of Hope has offered to operate the shelter.

Preble Street plans to host the warming shelter in the basement of Elena’s Way, its shelter on Oxford St.

City leaders said it would cost about $688,000, with MaineHousing covering about half of that.

The warming shelter the City of Portland operated last year was criticized for not opening on some particularly cold and stormy nights. The shelter only opened when conditions reached certain temperature and snow thresholds.

'We don't have the resources in terms of the staffing or the building to be able to pull this off on our own, and we're really open to partnerships to help us move this forward,' Maggie McLoughlin, Portland Health and Human Services director, said.

The new shelter would run nightly with room for 45 to 55 people.

At Tuesday night’s meeting, city leaders said there are some challenges with the proposed shelter location, and not much time to figure them out before the shelter is supposed to open in November.

“The planning board’s approval for Elena’s Way had certain conditions that would make operating a warming shelter there this winter impossible,” Dena Libner, assistant city manager, said. “With that, we have a couple options for the council that would require the council’s guidance.”

The council went into executive session at the meeting to discuss those options and get legal advice on how staff can move forward with the proposed shelter.

Public comment was open at the meeting, but only for people who wanted to comment on whether the council should go into a closed-door meeting, not on the substance of the proposal.

Several people spoke up saying they opposed the executive session, wanting the plans to be transparent. Many of them also said they want to share their opinions on the warming shelter plans.

Libner said updates on the warming shelter are expected to be discussed at the next city council meeting on Monday night. She added that people will likely be able to voice their thoughts then."

"This popular Middle Eastern seasoning blend is perfect for adding flavor to everything from meats and veggies, to dips and breads! It's ready in less than 5 minutes.

Za’atar is earthy, tangy, and savory, all in one. It is incredibly versatile! I love stirring it into #LentilSoup or sprinkling it over a simple tomato salad. Of course, there’s a multitude of ways to enjoy this spice blend. Here are some examples:

- Sprinkle it over creamy dips like #hummus, labneh, and #BabaGanoush.
- Mix it with olive oil and use it as a dipping sauce for warm homemade pita bread or soft dinner rolls.
- Toss it with a little lemon juice and olive oil and add it to recipes like these garlic roasted potatoes, carrots, oven-roasted cauliflower, roasted eggplant, or Instant Pot chickpeas just before roasting.

Ingredients

▢ 2 tablespoon dried thyme, preferably crushed or ground
▢ 2 tablespoon ground sumac
▢ 2 tablespoon sesame seeds
▢ 1 tablespoon dried oregano
▢ 1 tablespoon dried marjoram
▢ ½ teaspoon coarse salt

Instructions

Add the sesame seeds to a dry skillet set over medium heat and cook for 2–3 minutes, stirring frequently. Keep a close eye on them – they can go from golden to burnt very quickly. Remove and set aside to cool completely. Tip: They’re ready when light golden brown and smell warm and toasty.
Once the sesame seeds have cooled, mix together the thyme, sumac, oregano, marjoram, salt, and cooled sesame seeds in a small bowl.
Use a funnel to transfer the za'atar seasoning to an airtight jar or spice container. Keep stored in a cool, dark place for up to 3-6 months.

"MaineHousing announced $2.7 million in grants Tuesday for warming shelters to buy more beds ahead of winter.

"The money will be distributed among 12 organizations that provide short-term shelters, adding another 474 beds for #unhoused people in Maine.

"According to the housing authority, the award stands as the largest in five years and will bolster efforts to combat the housing crisis in eight of nine Maine 'homeless service hubs,' centers meant to cover all 16 counties.

"Warming shelters offer a place to stay overnight in cold temperatures, which can prove dangerous for those without protection from the elements. Most are open through the end of April.

"MaineHousing says the money may also be used for staffing, supplies, transportation, and other standard operating expenses.

" 'Dangerous winter weather can put lives at risk, especially for people experiencing #homelessness or housing instability,' MaineHousing Director Dan Brennan said in a press release. 'These grants help communities open safe, heated spaces before severe cold arrives.'

"The grant is part of a wider goal to keep vulnerable Mainers warm, MaineHousing said. Other programs they offer include the Home Energy Assistance Program and the Energy Crisis Intervention Program, meant to reduce heating costs for those who need it.

"The Mi'kmaq Nation has added 83 acres to its land base on its northernmost reservation in Maine. The land is adjacent to a community center and tribal housing where 48 residents live.

"According to a press release, the parcel's former owner offered to sell the land to the Nation before listing it for sale. The Tribe partnered with land conservation nonprofit #TrustForPublic Land. TPL raised the required funds to meet the landowner's acquisition timeline so the land could be transferred to Mi'kmaq Nation as soon as possible.

"The acquisition — called #Pugweliget , or 'living together in a group' — is the Nation's second this year. In June, it obtained the title to 3,400 acres in Aroostook County, Maine, doubling its land holdings.

"While the latest acquisition immediately benefits the residents of the housing center, Shannon Hill, Environmental Health Director for the Mi'kmaq Nation, said all tribal members will have access to land for foraging, hunting, fishing, and cultural practices.

"The Mi'kmaq Nation is honored to have been entrusted with another land return this year. Although this property has much fewer acres than the 3,400-acre land return earlier this summer, each land return is unique and meaningful in its own way," Hill said in a press release. "The ability to take a walk and connect with the land as we did thousands of years ago without fear of trespassing is of far greater importance here than the number of acres."

Pugweliget is the latest milestone in an effort dubbed the Tributary Land Returns, a collaboration between the five federally recognized Wabanaki Tribes and seven non-native organizations, to return over 50,000 acres to Wabanaki communities across 11 different projects. Once completed, the TLR will be the largest return of private lands in U.S. history. Seven of the projects have been completed since 2019."

" 'I don’t make enough money really to afford anything,' Davis, 49, said of the few hundred dollars he earns a month. 'I just keep trying to swim uphill.'

"The poorest people in the U.S. face the most acute shortages of affordable homes. But the majority of low-income housing financed in recent years is for those earning 50% of an area’s median income or above, according to a survey of state housing agencies.

"Some cities are now seeing an uptick in vacancies as rents for these units approach market rates. The result: Apartments designated as affordable sit empty because the poorest of the poor cannot afford them.

This text and the language in the corresponding map was updated in consultation with a world gender expert in October, 2023.

"Throughout recorded history and since time immemorial, thriving cultures have recognized, revered, and integrated more than two genders. Terms such as #transgender, gay, or bisexual are Western constructs that often assume three things: that there are only two sexes (male/female), as many as three sexualities (gay/straight/bisexual), and only two #genders (man/woman).

"Even after the end of the modern era and as the #colonial period wanes, hundreds of distinct #Indigenous societies around the globe still retain their own long-established traditions for third, fourth, fifth, or more genders. The subject of #TwoSpirits, Fred Martinez, for example, was not a boy who wanted to be a girl, but both a boy and a girl — an identity his Navajo culture recognized and revered as #nádleehí. Meanwhile, Hina of Kumu Hina is part of a #NativeHawaiian culture that has traditionally revered and respected #mahu, those who embody both male and female spirit. It’s not uncommon for third gender people to perform critical spiritual and religious functions in their communities.

"Among many Indigenous societies, two prominent features often distinguish the lives and social roles of third gender persons from those of cisgender persons or contemporary transgender persons in non-Indigenous societies. The first is that many Indigenous terms for third gender people contain both the word for 'man' and 'woman' in their construction, and that #ThirdGender people are seen as embodying both of those genders in diverse ways. The second is that the history of many third genders is in the community role of religious specialists, which also takes diverse forms, depending on the beliefs of diverse cultures. While not all third gender persons are defined in these terms, across our species, this phenomenon of the third gender religious specialist, healer, or spiritual worker has been part of our #CollectiveIdentity and human experience since time immemorial.

"Since the beginning of the 21st century, we’ve seen tremendous expansion of the role that transgender, #GenderDiverse, and third gender people have in society, following the tenuous establishment of civil rights for #gay and #lesbian people in many nations and increased access to #genderaffirming care in the transgender community. Many Indigenous transgender people who also identify as third gender are familiar to large audiences via their participation in popular media or social media activism. Third gender people, like the Japanese-Samoan, #Faafafine artist Yuki Kihara, now participate in major global cultural events and function not just as representatives of their gender-based community, but of their nation. Kihara had both a solo exhibit at the Metropolitan Museum of Art in New York and represented New Zealand at the 2021 Venice Biennale. "In the 21st century, many third gender people choose to take advantage of #GenderAffirmingCare, and identify, in addition to being third gender, as transgender. "The Cheyenne Board of Public Utilities has stopped accepting industrial wastewater from data center fill-and-flush and closed-loop cooling operations after tracing a rare bacterium in the city's reclaimed water to #GoatSystemsLLC, the entity Meta uses to build its Cheyenne campus. In a notice reported by Cowboy State Daily, the Board said Goat Systems was in significant noncompliance for discharging water carrying #CupriavidusGilardii, a metal-resistant bacterium that interfered with two water reclamation plants and pushed the reuse system offline for months of cleanup. The Board revoked the contractor's fill-and-flush discharge privileges on March 24, and a wider suspension now covers every data center connected to city services.

"#FillAndFlush is a commissioning step in which crews fill a cooling loop's piping with water, flush it to clear debris before the system is run, and then send the used water to drain. Goat Systems routed that flush water, which contained Cupriavidus gilardii, into Cheyenne's sanitary sewer, Frank Strong, the Board's engineering and water resource division manager, told the Wyoming Tribune Eagle. Strong said the fill water had been purchased from the Board itself and that the origin of the bacterium remains unknown, but said that lab staff caught it in February during routine fecal-bacteria sampling. 'This isn't something we normally test for,' Strong told the paper.

"#Microsoft and #Nvidia market #SealedLiquidLoops as a near-#ZeroWater alternative to evaporative cooling, an approach that is spreading quickly as #AIDataCenters expand into more communities. Microsoft describes cooling systems that are filled once during construction and then recirculate the same water, while Nvidia's Rubin platform runs a coolant that is 75% water and 25% propylene glycol. That one-time fill, however, is the step that produces a discharge, and the flush water leaves the site before the loop is sealed.

"Strong went on to add that the Board's concern extends past the finding of the bacterium, because closed-loop systems can carry #glycol and other #chemicals that municipal treatment plants aren't built to process. #CheyenneWY sprays its reclaimed water on #parks, golf courses, and other #GreenSpaces, and the Board worried the bacterium could become an aerosol hazard during irrigation. Cupriavidus gilardii isn't a regulated contaminant, yet the discharge disrupted treatment sufficiently to trigger pass-through and interference findings under the Cheyenne City Code and federal pretreatment rules.

"Meta said that it's supporting its general contractor, #Fortis, which stopped discharging and began hauling wastewater offsite, and that independent testing found no trace of the substance. Testing at the #DryCreek and #CrowCreek facilities cleared in late June, and the reuse system is back online. Cheyenne City Councilman Pete Laybourn called the disclosure 'a very, very unpleasant surprise.' The Board hasn't said how the suspension affects other Cheyenne data centers still under construction."

"Jessica Lax peeks out of the window of a cherry-red turboprop plane. Below is a patchwork of greens and blues: the farms, forests, highways, and shoreline between Kingston and Brockville.

" 'I can see how sharp the lines are between the forest cover and the development,' Lax said. 'Seeing it from a broader perspective, you can see how stark it is.'

"Lax is the executive director of the #A2ACollaborative. It’s a binational group focused on protecting and improving a major #WildlifeCorridor that spans across southern Ontario and northern #NewYork.

"She’s taking photos and videos of an 85-kilometer (or 52-mile) stretch of Ontario’s Highway 401. In a section between #Mallorytown and #Gananoque, the lanes of traffic split, and a forested median fills the gap.

" 'It's another area where we have recommended a wildlife overpass,' she said over the airplane's headset. 'So I'm trying to get an image of how the forest cover connects.'

"#A2A has pinpointed two more locations along the 401 between Gananoque and #Brockville where they think overpasses and underpasses could help more animals survive crossing the busy highway, Lax said.

It's going to take a minute for the government to pin down where this is coming from, and then issue a recall, because the FDA has been gutted. But, I can tell you, without a shadow of a doubt : this is coming from Taylor Farms produce, and you will see them recalled.

You'll want to avoid all #TaylorFarms produce in the grocery store. They supply #McDonalds, #KFC, #PizzaHut, about any fast food place you can think of.
Raspberries, watermelons, cilantro, and the veggies you're hearing about are not causing this many people to get sick. It's the shredded #lettuce, specifically, that's the problem. But, you'll want to stay away from every type of produce this company puts out, because one strand of shredded lettuce is all it takes to contaminate bushels.

"Taylor Farms is the source. #TacoBell proactively pulled their produce from their restaurants. You're going to see other fast food places doing this, and probably will see that before the government names a source. The #FDA knows this, but they can't come out and tell us all until there's proof, which takes resources and research, which takes manpower, but the FDA has been cut by about 20-30%
During the Biden term, onions at McDonald's had ecoli. We knew this because DNA testing was done quickly and they were able to narrow it down to one place that caused the outbreak. And, it was traced back to Taylor Farms. This isn't going to be solved as quickly though.

When you get this, make a virtual appointment to your PCP - a "same day sick" appointment. Tell them someone in your family just tested for this and was positive and was prescribed Bactrim. If you go in person, they're probably going to make you poop in a cup and wait until results come back to prescribe.

You'll know when you get this. Trust me on all of this.

You'll want to stay hydrated because this parasite damages the lining of the small intestine. Your small intestine, in turn, secretes more water into the gut, and less nutrients and liquid are able to remain in the body. So no matter how much you shit, you're going to want to drink. A day of this leads to dehydration if you don't increase your fluid intake, and a few days will land you in the hospital.
If you have headaches, weakness, muscle cramps, dizziness, or an increase heart rate - hydrate, hydrate, hydrate. Go to the ER for fluids if you can't drink enough.

"The Cheyenne Board of Public Utilities has stopped accepting industrial wastewater from data center fill-and-flush and closed-loop cooling operations after tracing a rare bacterium in the city's reclaimed water to #GoatSystemsLLC, the entity Meta uses to build its Cheyenne campus. In a notice reported by Cowboy State Daily, the Board said Goat Systems was in significant noncompliance for discharging water carrying #CupriavidusGilardii, a metal-resistant bacterium that interfered with two water reclamation plants and pushed the reuse system offline for months of cleanup. The Board revoked the contractor's fill-and-flush discharge privileges on March 24, and a wider suspension now covers every data center connected to city services.

"#FillAndFlush is a commissioning step in which crews fill a cooling loop's piping with water, flush it to clear debris before the system is run, and then send the used water to drain. Goat Systems routed that flush water, which contained Cupriavidus gilardii, into Cheyenne's sanitary sewer, Frank Strong, the Board's engineering and water resource division manager, told the Wyoming Tribune Eagle. Strong said the fill water had been purchased from the Board itself and that the origin of the bacterium remains unknown, but said that lab staff caught it in February during routine fecal-bacteria sampling. 'This isn't something we normally test for,' Strong told the paper.

"#Microsoft and #Nvidia market #SealedLiquidLoops as a near-#ZeroWater alternative to evaporative cooling, an approach that is spreading quickly as #AIDataCenters expand into more communities. Microsoft describes cooling systems that are filled once during construction and then recirculate the same water, while Nvidia's Rubin platform runs a coolant that is 75% water and 25% propylene glycol. That one-time fill, however, is the step that produces a discharge, and the flush water leaves the site before the loop is sealed.

"Strong went on to add that the Board's concern extends past the finding of the bacterium, because closed-loop systems can carry #glycol and other #chemicals that municipal treatment plants aren't built to process. #CheyenneWY sprays its reclaimed water on #parks, golf courses, and other #GreenSpaces, and the Board worried the bacterium could become an aerosol hazard during irrigation. Cupriavidus gilardii isn't a regulated contaminant, yet the discharge disrupted treatment sufficiently to trigger pass-through and interference findings under the Cheyenne City Code and federal pretreatment rules.

"Meta said that it's supporting its general contractor, #Fortis, which stopped discharging and began hauling wastewater offsite, and that independent testing found no trace of the substance. Testing at the #DryCreek and #CrowCreek facilities cleared in late June, and the reuse system is back online. Cheyenne City Councilman Pete Laybourn called the disclosure 'a very, very unpleasant surprise.' The Board hasn't said how the suspension affects other Cheyenne data centers still under construction."

"While most of Greenland, a largely autonomous territory, is covered in vast ice sheets and thick glaciers, a significant part is ice-free and covered in tundra. Wildfires in these areas are rare, but becoming more common.

So, my workplace is encouraging us to use #AITools. I used one of them to summarize data and found errors in the interpretation of the data -- AI can't explain deviations or why certain trends happen (something I notice, since that's how my brain works). I tried using it for a Zoom meeting -- the summary totally missed the important points of the meeting, and instead emphasized small talk (what up with that?). It seems to me that thinking humans are still very much needed to sift through #AISlop.

"The Box Elder County Commission voted on Monday to move forward with a proposed 40,000-acre #AI and #CloudComputing campus in a rural part of northern Utah near the #GreatSaltLake. The site would span more than twice the size of Manhattan.

"The project, backed by O’Leary Digital, the infrastructure arm of O’Leary Ventures, is expected to eventually produce and consume up to 9 gigawatts of power. That’s roughly double the amount of electricity the entire state of Utah currently consumes, according to The Salt Lake Tribune.

"The campus is expected to be built in phases and overseen by Utah’s Military Installation Development Authority (#MIDA). O’Leary proposed a similar project in Canada in 2024 and has referred to both developments as '#WonderValley.' "

I can see where AI could be useful in analyzing large amounts of USEFUL data (like composition of stars and galaxies, or decoding lost languages), but not frivalous uses like replacing human creators to save a buck. As for innovation, personally, I think we need to look to the past for that -- and figure out how to update ancient techniques for modern problems. People have grown used to storing everything on clouds, rather than hard drives with backups -- which only use power when they are needed. Decentralize data storage! As for environmental impacts -- datacenters should only be allowed if they don't do any harm to natural resources, are self-sufficient without using external energy sources (AND don't use nuclear power), or anything else that takes away from the needs of humans and the planet.

Most people (I guess?): Finds a recipe, then follows the recipe.

Me: Finds a recipe, finds a couple more similar recipes, mentally compares the recipes, breaks down all the common elements (basically deconstructing the recipe), looks around to see what ingredients I have on hand, then re-constructs the recipe based on ingredients on hand (unless I happen to be going to the store), jots down rough notes, creates a new recipe (tweaking as needed).

Does anyone else do this? I know some folks who can just throw together ingredients (and I can do that to) -- but I prefer having a "formula" and notes so I can replicate it in the future (if it comes out well), or tweak as needed.
