Also with low quatizations.
13b or 9b Qwen models in q4k or q5k is the best you can get running on that hw. Larger models will not fit in that vram, and if they do, you will not have room for context tokens.
I found llama.cpp performing better than Ollama for these models.

What's the goal after taking down a nostr relay? Usually even evil behaviour go after some gain when investing time in messing around. What is the gain here, just malignity? Am I missing something?

They lose billions of dollars every year on the creation and maintenance of enormous data centers. The only thing keeping the racket going is a circular economy between all these big companies. They issue debt to finance each other, which in turn buy each other's shares and contract each other's services. But this racket can't be kept running indefinitely — it's unsustainable.

What they need is to reduce competition and secure clients willing to pay the real cost of the service. That's why their best interest is having the state regulate AI to the point of banning certain developments. The main goal is to nationalize AI, sell or lease it to the state, and ban open-weight models. In this way, these big companies would have a cash-rich client and eliminate competition from small developers and open-weight AI with one shot.

And to be able to pass that law, they need to create a state of panic in the population that allows the state, once again, to abolish freedoms and rights in the name of false security.

They've already started attacking open-weight models. Nvidia just bought Hugging Face, the largest repository of free LLMs. Microsoft bought GitHub last year.

The strategy is exactly the same as with the fake COVID pandemic:

Big pharmaceutical companies historically had to invest enormous sums of money in development over more than a decade before bringing any product to market. And then they had to recoup it in just a few years before patents expired, with no guarantee of profitability.

Therefore, they wanted a scenario in which they didn't have to wait at least a decade to commercialize their products. Ideally, they needed to create massive demand to sell their products before they were even developed, so they could finance development with that revenue. And what better client than the states?

So the best strategy to achieve that massive demand was, once again, by spreading panic in the population that allowed democratic states to pass laws mandating the purchase of those products to distribute to the entire population.

The AI industry is the same dog with a different collar.

AI is not dangerous; the danger is that it's in the hands of a few, which is precisely what they are trying to achieve.
