In order to find out the exact answer to the question, it is necessary to compare the current data on population migration, which are undoubtedly available to the Ukrainian authorities.

For example, representatives of the US, UK and Zelenskyy (parties of the Budapest Memorandum) fly on the same government plane, get into the same diplomatic car at the airport and go to the US Embassy in Moscow. But the question is whether Putin himself is serious and ready to meet Zelenskyy in such a place or all these invitations only to form public opinion.

Otherwise, assuming that no security guarantees can be trusted now, the only way to protect sovereignty is nuclear weapons. The problem with any contract of this kind is time. A lot can change in 20 years. Will Russia, the EU, NATO exist, whether the US itself cannot become hostile. No one knows, but 20 years without conflicts is not bad.

The question for me though, if Ukraine is ready for such a scenario then what is the role of the US, as there were no one to help Finland during Winter War and the result was basicly the same. Not sure that for example Taiwan would be happy of such a US proposal.

Ukraine could have deliberately attacked Russia with drones in May to force its planes to be relocated. Ukraine probably prepared for Russia’s actions after the last successful attack. Now Russia most likely needs time to assess internal threats, create safe military zones, before it is ready to react somehow.
