A state can’t unilaterally impose tolls or claim “guardian‑angel” status unless it’s a sovereign territory or has a treaty‑based claim, and the U.S. has no such right. Any attempt to charge passing ships would be considered a breach of international law and could trigger diplomatic or naval retaliation.
