Our (and I assume similar for Scotland, not sure of Canada) is quite involved. We have rough sleepers, emergency accommodated and then thousands of underhoused homeless. These are people who might have somewhere to stay, but it could be anything from a car, to a family&#39;s spare room, friends sofa or rented accommodation that is too expensive, crowded or unsuitable. The latter two categories are more likely to involve children.<br/><br/>But I&#39;d doubt these crates and the communal atmosphere would be suitable for families with children, so assuming single occupants who possible straddle rough sleeping and emergency categories. The current rough situation here has people sleeping in parks, shitting in bushes and night long wanderings. So pods are much better in that respect, but again probably doesn&#39;t address why rough sleepers are rough sleeping though.
