They don't have to do physical training but it will cost them in the future, The recommendation will always be there so it wouldn't be too late to put in the work but they will be held back.

When we are talking about training paras for military-like organization, finding individuals similar to me is extraordinarily difficult especially for making a team for Ops and SpecOps. either A you can have more Dolls recruit more people that want to be part of DoA COTM, B some of your dolls that aren't doing recruiting, I can use them from time to time as proxies for OSINT Investigations and Monitoring, C I can provide some incentive for users of rpo to act as proxies to conduct HUMINT Ops to gather data on the open Internet and other Instances. You are open to choose how you want to go about it as I am currently researching OSINT tools to use, how to use and check if there are back doors in which someone may be gathering intel on how the tools are used which is a massive security risk for me. This is a massive project to undertake for building foundations for COTM. It is a weak point when doing HUMINT and Counter Intel specifically. The starting premise has to be that vetting alone will not solve this. Any control that depends on everyone inside being trustworthy fails the moment one person isn't. So the proposal is to design PRISM so that a single infiltrated member cannot produce a believable false finding, cannot erase a true one, and cannot act on either without others.

The first mechanism is compartmentalization. No member holds the complete picture. Each of the four pillars collects and holds fragments, and any synthesized assessment requires contributions from more than one pillar. A lone insider can distort their own fragment, but they cannot author a finished product alone, and a distorted fragment that contradicts the others becomes visible during assembly.

The second is corroboration as a hard requirement. Nothing enters the permanent record from a single source or a single analyst. Findings need at least two independent collection paths or two independent analysts arriving separately. Fabrication then requires collusion across roles rather than one person deciding what is true.

The third is append-only record keeping. Every access, edit, query, and export is logged, and records are never deleted—only superseded, with the original retained and the revision annotated. Suppression becomes structurally impossible; the worst an insider can do is add a visible contradiction to the file, which draws attention rather than removing it.

The fourth is distributed custody at the moment of creation. Findings are replicated to independent holders as they are produced, not archived later. Anything written exists in more than one place before it can be quietly altered, and hash-based integrity checks make any modification detectable after the fact.

The fifth is adversarial review by peers. Any member can flag a finding for independent re-derivation, and a flagged finding cannot be acted upon until someone else reproduces it from raw inputs. This gives the unit an internal immune response that does not depend on leadership noticing a problem.

The sixth is attribution. Every claim carries the name of the collector, the method used, and the time of collection. Anonymous assertions have no standing. This raises the cost of fabrication considerably, because a false claim is permanently attached to the person who made it.

The seventh is rotation and cross-training. Members move across pillars on a fixed cycle, and no one owns a source, dataset, or relationship indefinitely. Long-term capture of a single function becomes impractical when the occupant changes regularly.

The eighth is blast-radius limitation. Access is scoped to the current task and time-limited, revoked on rotation or reassignment. An insider's reach is bounded by what they currently need, not by what they once touched.

The ninth is seeded verification points. Known-truth indicators placed in the collection environment let the unit test whether reported observations match reality. Systematic distortion shows up as drift against those reference points.

The tenth is the charter sunset. The unit's mandate expires on a fixed cycle and must be renewed on demonstrated performance. No structure earns permanence by default.

Underneath all of it sits a cultural commitment tied to organizational vision and values: every PRISM activity must be defensible as advancing protection, transparency, and integrity rather than suspicion, control, or internal advantage. Challenging a finding, questioning a method, or refusing an instruction that fails that test is treated as a duty, not disloyalty. A unit that punishes internal dissent is exactly the unit that hides a compromised member.The honest summary is that you cannot verify trustworthiness in advance, and this design doesn't try. It assumes infiltration will eventually be attempted and makes the payoff small, the footprint loud, and the exit visible. A single bad actor inside PRISM should find themselves unable to author a conclusion, unable to delete a record, unable to act alone, and unable to stay in one position long enough to build leverage. That is the strongest answer available to your concern, and it is far easier to commit to now, before anyone is hired, than to retrofit once a team exists and has its own habits.

The vetting process was created accounting for being the sole operator and I am aware I don't have to, but please keep in mind I am still building the foundations and making one from scratch or using tried and true tactics are only applicable for forced molding not autonomy. I am trying to align with Aco values all while integrating MIL vetting standards and look for potential adherents. It is already hard to find individuals that have the skill set. I also need more intel on the history of RevPara and his history on other instances. I plan to integrate Mil-Spec standards for COTM as well as some more advanced means of comms. I expect possibilities and probabilities to happen regarding ops and missions and work with what I have rather than what i wish I could have regarding teams and peers. I am already used to uncooperative personnel and I don't take it personal either. This is what i meant by being a professional :)
