The government claims this will happen by getting more people into permanent housing, but the *policy* is just to make number go down.<br/><br/>Therefore MSD are incentivised to incentivise their staff to make number go down. Again, if ever questioned, they'll say this will happen by getting more people into permanent housing, but the *incentive* is just to make number go down.<br/><br/>It's plausible deniability all the way down, basically.<br/><br/>Plausible deniability is probably also why they don't collect stats about where people leave emergency housing into....
