It's not a hard cutoff. I just get tired of Reagan and Thatcher. As for Martin, I have no real opinion. I did review one of his earliest stories on my site for a series: “The Second Kind of Loneliness” (1972) https://sciencefictionruminations.com/2023/04/10/short-fiction-reviews-george-r-r-martins-the-second-kind-of-loneliness-1972-and-tom-godwins-the-nothing-equation-1957/

I have all my reviews organized by rating: https://sciencefictionruminations.com/science-fiction-book-reviews-by-author/sci-fi-book-review-index-by-rating/
Please note: I am a historian. I am not really on the hunt for the best.
