We are discussing in English, so the title is vague. We normally don't hire people to what is called "professor" in Swedish, we almost only hire at the "universitetslektor" level. They can then be promoted to "professor", which is also through our board, and still the department has no say. We can even promote people to professor against the will of the department. (Technically we only suggest, but our decision is always followed)

We are very strict with our rules for recusal.
