Isn't it just how bureaucrats chose to interpret the laws that is preventing deportations in Europe?
There are some ridiculous practices, like when North Africans invade the tiny exclaves of Spain in the Sahara, they somehow choose to give them free transportation to Spain, rather than doing what is in the interest of the native population, namely to require an EU passport or visa to travel from the exclave to the EU proper, adjusting travel requirements to match reality.
