I'm fully with you on Bitcoin requiring eternal vigilance, but I really cannot see this proposal gaining any meaningful traction since it would literally mean that Bitcoin's monetary policy is actually not set it stone.
If monetary policy changes then Bitcoin is worthless: who cares about the security budget of a worthless coin? We already have a coin with tail emission and its called Monero, miners worried about the security budget can stop upgrading their ASICs and start buying some CPUs to mine XMR, or pivot to AI or whatever else.
