I propose using part of the Moon. We can call it Artemisia, after Artemis. Its also the Latin word for Wormwood, which isn't ominous at all. 1950s-style Orion Drive could get them there, and give them another reason to want to leave Earth.
Or we could just use Canada as a population dump, like everybody else does.
