π¨ UPDATE: Two major U.S. crypto bills have cleared House committees, keeping digital-asset legislation moving despite the recent setback for the CLARITY Act.
The House Ways and Means Committee advanced the Digital Asset Tax Certainty Act (H.R. 10357) by a 38β5 vote. The bill would establish clearer federal tax rules for digital assets, including provisions covering mining, staking, small transaction fees and wash-sale rules.
At the same time, the House Financial Services Committee advanced the American Reserve Modernization Act (H.R. 8957) by 28β21.
For Bitcoin, ARMA is particularly significant.
The legislation would establish a Strategic Bitcoin Reserve and require federally held reserve Bitcoin to be maintained for a minimum of 20 years. It would also establish a framework for managing and securing the government's Bitcoin holdings.
The two bills represent separate legislative tracks:
- Digital Asset Tax Certainty Act: clearer tax treatment for digital assets.
- American Reserve Modernization Act: a statutory framework for a U.S. Strategic Bitcoin Reserve.
- Both measures have now cleared committee and would still need to pass the full House, Senate and receive presidential approval before becoming law.
The timing is notable.
One day earlier, the Senate failed to advance the CLARITY Act, which received 50 votes in favor but fell short of the 60 votes required to advance.
So while broader crypto market-structure legislation remains stalled, Congress is continuing to move forward on Bitcoin reserves and digital-asset taxation through separate bills.
For Bitcoin, the most important development may be the continued effort to put the concept of a Strategic Bitcoin Reserve into federal law rather than relying solely on executive action.
Bitcoin policy in Washington is still moving β just along multiple legislative paths.
