The text is absolutely horrible. It was drafted by Bloomberg and Co. out of New York and attempting to pass in CO first.
My guess is that they know the first copy won’t fly, so they are banking on amendments to get added so that some of the proposed measures pass.
It is blatantly unconstitutional and will be struck down by the courts if passed, but that leaves the people of CO without rights for several years while the court proceedings play out.
