Yes. I know similar cases in Europe. Or people living in flats under a roof without window sills. Poor people who can afford only one-room-flats ... what do you do with one or two sills only?
In my neighbour town they started a project for community gardening with raised beds in a public park for poor people. It's great for educating the children and growing food. We also have #edibleCities with public food, where everybody can help gardening and collect. https://ediblecitiesnetwork.com
