Quebec could've started with removing the tax deduction for proselytizing activities and ended public funding of religious schools. Remove the cross and prayers from legislature. Practical and symbolic steps towards actual secularism. Don't even need a constitutional override for those.
But they went with bans on personal religious symbols, because it's antisemtism and islamophobia disguised as secularism.
