It has been a while since I've used the gnome Ubuntu (I prefer KDE), but is it still the case that the App Centre can't update the App Centre because it is open?
The only way to refresh the app centre when I used it last appeared to be the command line. This doesn't happen in Kubuntu, thankfully.
