Hasn't education been obsessed with exams to some extent or another since the 90s? Like others have said, schooling isn't really geared towards making good citizens but instead towards making obedient cogs hence the increase in exam focus, "you need to know and do these specific things exactly" is all you might need for workers but doesn't make for very smart or inquisitive people.
