Doesn't matter who started a fight? I did see that happen, yes, but that happens because kids always use that as an excuse. Teachers aren't there to investigate who starts fights and who doesn't, they're there to crowd control. If you want investigations, you go to the police.
And as for the last one, yes, I did see that happen as well. Whether that cobstitutes bullying though, I don't think it does
