Depends on the circumstances and how many characters have lines, or if they speak often.

Typically, I limit it to a handful. Less than that if I can.

I’ll write more than that, but they literally are special occasions. For instance, a ball where there are hundreds present.

Big dinner parties are another, but I’m typically aided by the fact that all or most of the characters are known to the reader already.
