Yes. Even now, ignoring this Article day after day is bestowing an undeserved and invalid office (or invalid application for office) on any person falling within its terms (an insurrectionist).
It’s a straight out disqualification. There is no limitation period.
It is not cured by popular vote. Being put up for election doesn’t help overcome it.
It’s not affected by any question about immunity of exercise of powers. It disqualifies the person from holding office: they are not entitled to office or powers thereunder.
If only someone had the courage of Ruth Bader Ginsberg to press on and on, no matter how much time has passed since Jan 6, to require a halt to the bald but baseless assertion that Article 14 means nothing.
