The tactic of calling unpopular views "disinformation." or "propaganda" was invented and/or used by the Soviets and the Nazis as pejorative labels attached to whatever claims either (or both) regimes wanted their citizens to view as probably false. Of course, propaganda, media control, selective disclosure, and the preemptive dismissal of opposing reports are older than either of them.
Modernly, terms such as "misinformation," "disinformation" and "conspiracy theory" are used for the same purpose.
