Given as many city council meetings that are getting published re: silence on flock... I have to think a good number of city council have been bribed bu flock to give the contracts. The only real solution is a complete replacement of the existing city council to be sure.
Now... This doesn't stop the county sheriff from installing cameras on un-incorporated land around the city , sadly.
In my area, the county got a huge fuck-you millions dollar grant from the state for "organized retail theft prevention" and a huige portion of that went straight to flock.
