Working on scaled drawings, but LibreOffice draw will not export layers to a PDF. But, opening the drawing in Scribus and then exporting to PDF preserves the layers. But (3 buts) the order is reversed from what I'd expect.
Found a workaround and posted it for me/us later. Yes it is on google space but no ads. Oh, that's 4 buts.
