Well I currently run LibreELEC on two Intel NUC Rugged Kits with N3350 celerons in them. AV1 will start dropping frames whenever too much is moving on the screen as it only has hw accel up to hevc.
If the video is HEVC it doesn't care though, it can play 4K HDR no problem and leaves the CPU free to software decode and downmix whatever proprietary 7.1 audio codec the file uses.
It's just that anime releases in AV1 are becoming increasingly common, but they don't play properly on my 10 year old NUCs which I nabbed free from work about a year ago.
