The fact that they are using the archaic King James "thou shalt not" version tells you how this is not about educating children in religion, but about imposing religious control.
If it were important to them that children should know & understand that biblical text, it would not be in an unfamiliar form of English.
The incomprehensibility is likely the point. The thing about authoritarians is that they demonstrate their power by forcing people to submit to arbitrary & illogical rules.
