"Ignore the trolls" was also a huge mistake. I think consistent, swift, protective, and firm "that's not ok" responses from multiple bystanders to make the troll feel socially uncomfortable and show support for the victim would have reduced trauma in victims, demonstrated to other bystanders that it was unacceptable behavior, and negatively balanced any sense of popularity or status the troll was getting out of it.

Good moderation would have been even better, but this thing we could have collectively done on our own.
