It's not just about risk; ISAs and investments provide different functions. Investments, with their short-term peaks and troughs, are primarily suited to long-term strategies. ISAs offer guaranteed returns for those who may need to draw upon funds in the shorter-term.

Reducing the scope of ISAs will increase government tax receipts as people will instead use savings accounts which tax interest. I suspect that the government know this and that it's actually a disingenuous tax hike.
