The US can't produce enough shells.
From epictitus
"The report is finally out, we failed to reach our 100k/month artillery shell production target by October 2025. Even almost a year after the report, current output is 36k per month, I guess they were holding off on releasing it because they hoped things would improve. After Bidens Scranton plant exploded (it was a converted locomotive plant, for turn of the century trains), a new one was built.
The Mesquite plant cost $469 mil to build in 2024, and tried a risky adaptation of a 1958 era production line for M107 to produce modern M795 shells. Look at the shell descriptions, especially the difference in their lower shape, and the rotating band. Didnt work so hot, so the Inspector General issued a "Stop Work" order and recommends recovering government funds. One thing not mentioned in the report is that the plant work was by GD-OTS, its employees are almost exclusivelly H1Bs and illegal labor - and the defective equipment came from the Turkish supplier Repkon. I guess we got RepKonned.
As for drawdowns, the U.S. transferred 3+ million shells to Ukraine, used 111k in training, sold 218k, reducing overall stockpiles by 3.6-4 million. Prior production was 14k /month, so 36k a month is technically a big achievement, it just isnt what the governement paid for. The 140k per month target set for December 2027 remains beyond reach."
