it might have been a real Windows 3.1. Compaq has licensed Windows 3.1 from Microsoft for the use in their setup utility; I have two laptops like that.
But then there's a Phoenix (iirc) BIOS Setup utility that is a clone, though it only slightly resembles Windows 3.1
