I disagree. Hitting a missile requires locking onto it and holding your beam on it until it burns through the metal and explodes. If the missile is rotating even a little you can forget about it. But starting a forest fire means just picking out a dry area and focusing on a patch of grass for minutes. You could do it with a lot less power, it's just that no one else would be so petty as to spend billions just to terrorize random civilians.
