This is a test of the scope of a Presidential Pardon. A pardon allows the Executive to overrides the outcome of a Judicial decision by compensation and allowing for error correction, procedural dead-ends, mercy, equity, political expedience, or reconciliation.

Fauci's and other Biden pardons provide a pardon before any decision or process even begins. This is more than immunity. It is an attempt to create a security classification that doesn't expire nor is repeallable.
