It's usually about purity/innocence when there's significance placed on virginity. It's a common enough theme across religions there's probably something behind it, even if you just look at it from a risk reduction standpoint at a time where STDs had no real way of being treated/cured. Didn't know about them giving free food to law enforcement, but kind of a brilliant tactic.
