Apple is making a big deal out of claiming their new watches don't send actual audio to the cloud. But wiretapping and/or eavesdropping don't require actually recording audio. Before recording devices were common, law enforcement wiretaps were transcribed to text in real time, either by personnel on site (e.g., in a basement), or by looping back a phone line to a central location where transcription was done, also by hand.
