In a system where a minority will always get away with noncompliance (democracy), council taxes are slipping into the threshold of being mostly unenforceable due to the number of people not complying, probably not entirely by choice.
After the gov collapsed thousands of business with their tax policies, HMRC is going to get desperate, given they've lost billions in revenue from the business sector alone.
This is why the state is so bloated and continues to bloat itself. You need more stasi to enforce the rules, and the stasi and reliant on the state to provide for them.
