As a part of its deployment to Saudi Arabia under the Mecca Joint Defense Agreement between Turkey, Saudi Arabia, and Pakistan, Turkish Foreign Minister Hakan Fidan confirmed that Turkey will not be carrying out strikes against the Yemeni Houthis on behalf of Saudi Arabia, saying that “This is not an offensive agreement. Turkey will not send troops to another country's territory to launch an attack there.”

This comes following reports, that have since been denied, that Pakistan has been conducting joint strikes against the Houthis. So far, per publicly available reports, save reporting on Pakistan, all operations subordinate to the Mecca Joint Defense Agreement are defensive in nature.
