It's correct: Ministry does centre privileged characters. However, I read that as deliberate: it's the viewpoint of an international agency trying to manage globel affairs, and sees everything from a top-down perspective. At various points it's clear that less privileged groups are acting offstage, and it's seldom clear who's really making a difference.
