I also don't understand it! But then looking at the list of invited "experts" for related consultations in Germany, you can see these are mostly people from associations representing big business. SMEs and micro-businesses just don't seem to have much organization & representation at all, neither at national nor European level... But that itself I find highly dubious, since traditionally SMEs have been playing a major role in German politics, but maybe I'd been living away for too long to not see that changing over the past 20+ years...
