A lot of places with institutionalized mail-in voting have workarounds in place for "I never received (or lost) my ballot." For example, in King County WA you can just go online and print out a ballot (https://kingcounty.gov/en/dept/elections/how-to-vote/ballots/replacing-a-ballot-or-envelope). People canvassing and doing get-out-the-vote will likely be helping with that.
It's the places without that structure in place where people who can't get to polls will suffer.
