I think this, except I might substitute "norms" for "rules," as I think there are (or were at some point) a lot of norms in the fediverse developed by the people who felt unwelcome/unsafe elsewhere, and which a lot of early joiners hoped everyone would adopt. sadly, we've driven a lot of those longtimers away or into smaller silos rather than continue to explain norms. it's a balance.
