A 'good' example of how saving money by cost cutting leads to greater costs in the future. Of course we can all routinely see and understand underinvestment in roads with our own eyes. Perhaps a useful metaphor for the state of other public services without an obvious physical manifestation of their decay which have also been cut over the last 15 years.
