#Fascism lives w/in liberal #democracy and #capitalism. It is a political pathogen that floats freely, thanks to the freedoms and liberties extended to citizens under democratic rule.
The pathogen exists in a dormant state, or it begins to replicate, depending on political, cultural, and economic conditions. Democracy never defeats fascism, it only manages (in the best cases) to suppress fascism.
The question "Is this fascism?" should really be "What stage of fascism is this?"
