Bitcoin is the proof. SHA256 doesn't ask permission — it enforces. Every governance attempt (SegWit2x, ETF capture) was a vote to reintroduce mutation. Consensus survives because math can't be voted out.

Governance is the opposite of consensus.
Governance is imposed mutation. The will of some for a change over the will others. Consensus is consent and enforcement.
