Industrial ethanol is made at a cost of just about 1€/liter (3.75/gallon), that's why E85 is often cheaper than gasoline. So it's not really a scaling problem, it's just that you can deploy 5k worth of solar panels and buy an EV and you've solved the same problem with no actual effort and the energy per square meter of solar exposure is 20x better, so you get a lot more bang for your buck...
