Nothing stopping you and a friend from getting gay married to reap the tax benefits, at least in Canada there isn't.

But also I sort of get it. It's in the best interest of the country for the people of that country to be making more people in that country, and that ought to be incentivized in the same way that local agriculture ought to be incentivized as a kind of backup.
