Assuming this is the same Peter I was emailing, he sent me a message and I looked into everything thoroughly. As I mentioned, I found no evidence of routing or network issues between our servers and users, whether in America, Europe, or elsewhere. The traceroute he sent showed that the latency issues start well before the connection even reaches us in Europe.
So, the bottleneck appears to be the international route that the ISP or network is using, or something in between is blocking us.
I have no idea what the exact cause is, but it is definitely not our server or UpCloud. I'm quite sure the problem will not go away by switching the Mastodon server.
